Napoleon was one of the great men of history.  That is true whether you like him or not.   His imagination of a<\/div>\n
united Europe after the turmoil of the French Revolution is one of the great \u2018could have beens\u2019 of the those years <\/div>\n
1799 to 1815.   He failed.  But there is no doubt he was a great leader of human beings, with the exception of his wife.<\/div>\n

<\/div>\n
He was not locked in by the idea of a privileged hierarchy based on blood.  An aristocracy.  After battle came promotions based on<\/div>\n
another of his comments.  \u201cGive me the lucky men.\u201d  promotions from private to officer occurred without regard to blood or rising through<\/div>\n
the ranks.   Ability was rewarded of course.  But promotion was not limited to that.<\/div>\n

 When he coined his comment the \u2018Men are ruled by toys.\u2019, he was <\/div>\n
not being cynical.  He believed that achievements should be recognized by medals.   (medals = toys).<\/div>\n

<\/div>\n
Thousands and thousands of men from a variety of ethnic groups loved him. .. Were prepared to die for him.  <\/div>\n
And many thousands did die for him capped off by his 1812 retreat from Moscow.  He invaded Russia with a 600,000<\/div>\n
strong army.  He returned with a fragment of that army.  His marshalls remained loyal<\/div>\n
none more true than Marshall Ney who Napoleon assigned the job of rear guard in the horrific retreat where men<\/div>\n
ate slabs of their still living horses.  A brutal time.<\/div>\n

But who remembers Napoleon today?<\/div>\n

Have you ever heard of the Legion of Honour?   Napoleon was involved.   Men are ruled by toys.<\/div>\n

We have the ORDER OF CANADA for similar reasons\u2026perhaps dating back to Napoleon.<\/div>\n

History of the Legion of Honor<\/h2>\n

The Legion of Honor was founded on May 19, 1802, by First Consul Napoleon Bonaparte, in a hostile context. After lengthy discussions at the Council of State, it was adopted by 56 votes for and 38 against by the Tribunat, and 166 votes for and 110 against by the Corps l\u00e9gislatif (legislative body).<\/p>\n

The new institution was part of the extensive program to reorganize the State, along with the Civil Code, the Conseil d\u2019Etat (Council of State), the Court of Auditors, the prefects and the grandes \u00e9coles (specialized national elite schools).<\/p>\n

Napoleon Bonaparte was aware of the need to restore a comprehensive system of rewards, inspired by ancient honorific orders swept away by the Revolution, but respectful of equality among citizens.<\/p>\n

Napoleon Bonaparte pursued three visionary objectives:<\/p>\n

    \n
  • Reconciling the French, exhausted by a decade of political instability and military conflicts<\/li>\n
  • Reuniting them around a common ideal: individual honor and national honor<\/li>\n
  • Uniting the courage of military personnel with the talents of civilians, as the strong symbol of a powerful and unified State.<\/li>\n<\/ul>\n

    What the creation of the Legion of Honor heralded was important: no privileges, no exemptions, no remuneration, but the recognition only of individual merit, acquired and not transmitted.<\/p>\n
